Technical Test Program Manager
The preferred location is Richmond, VA but all other locations will be considered.
The Technical Test Program Manager is responsible for the development and ongoing management of one or more multi-year programs. Manages Enterprise wide programs of $7 M - $10M+ size with multiple concurrent sub-projects or equal complexity. Responsible for applying project management knowledge, skills, tools and techniques to project deliverables, processes, and systems. In addition to all responsibilities of a project manager which include managing all aspects of a project including initiating, planning, executing, closing and controlling, primary responsibilities include, but are not limited to:
Coaches and mentors project team members, acts as a Change Agent.
Mentors other project managers in product life cycle management from strategic planning, conceptualization, architecture, engineering build, product launch to end of life.
Determines project scope; develops resource, risk, quality, cost, and scope management plans.
Develops training plans; develops requirements documents; develops project approval matrix.
Identifies project team training and tool needs.
Defines, recommends, and secures contractual agreements for technical services and products.
Coordinates epics, capabilities, stories, task, schedules implementation and post-implement plans, and develops service-level agreements for vendor partners and global resources firms.
Defines quality gates and cadence based on the adopted project methodology.
Defines critical success factors.
Establishes and manages the project warranty period.
Requires a BA/BS degree in Information Technology, Computer Science or related field of study.
Minimum of 10 years project management experience in broad-based information systems, full life-cycle application development and/or building enterprise applications and/or data warehouse planning and development with 3 years leading and directing project task(s); or any combination of education and experience, which would provide an equivalent background.
Strongly prefer Agile mindset who aligns strategic partner, by coaching and assisting enabling the development teams, management and executives continued journey maturing Program.
Strongly prefer project management certification within one year of job placement and prior to moving to next level.
Requires experience in creating an effective team environment, building strong relationships, negotiation, solving problems and issues, resolving conflicts, managing resources in a matrix environment, and communicating effectively at all levels of an organization.
Requires experience working with JIRA Align, JIRA, Confluence, and able to incorporate Agile Metrics.
Requires experience applying DevOps, CI/CD, and Automated Test-Driven Development ATDD.
Requires experience improving overall delivery productivity and reducing waste at every state of project development and delivery.
Strongly prefer experience in Product life cycle management from strategic planning, conceptualization, architecture, engineering build, product launch to end of life.
Strongly prefer candidate who embraces agile best practices, delivering large scale agile transformations influencing behavior change and establishing sustainability through cultural change, acting as a strong Change Agent.
Strong understanding of Agile Metrics such as Agile Health Radar, Iteration Metrics, SAFe Team Self-Assessment, Feature Progress Reports, Program Predictability Measure, Cumulative Flow Diagram, Deployments and Releases per time box and SAFe DevOps Heath Radar.
Strongly prefer certifications in one or more agile discipline: Agile Coach, SAFe Release Train Engineer, SAFe Product Manager/Product Owner (PM/PO).
