Lead application development and be the point-person between the business owner, outsourced development team and other IT functions for Claims Intake and Workflow (CIW). This leadership role requires professional experience with Java and web services. Prefer candidates that have Business Process Management (BPM) software (e.g., Pega 7, Pega Smart Claims Engine, or newer)

Responsibilities:

  • Accountable for the success of the application development and maintenance teams through all phases of the application lifecycle

  • Lead outsourced teams for new projects, steady state maintenance and application production support.

  • Manage vendor’s project managers/scrum masters

  • Administer application development budget and manage service demand

  • Collaborate with application owner to identify new requirements, create development roadmap, and define service levels

  • Create work orders and change requests; validate billing for services

  • Coordinate with relevant Anthem teams to ensure systems meet enterprise requirements for architecture, security, compliance and operations

  • Provide regular status reports to stakeholders and program managers

  • Review operational metrics and guide continuous improvement efforts

Qualifications:

  • 8-10 years of demonstrated success leading application development teams, including hiring, coaching, and developing high performing teams and rolling out DevOps

  • Project management skills including estimating work, resource planning and managing budgets

  • Ability to prioritize and coordinate team efforts across multiple programs occurring in parallel, including driving architectural decisions for enterprise systems by driving collaboration with software engineering, testing/QA, and project management.

  • Experienced in Scrum and waterfall development methodologies as well as with automation frameworks (e.g., Selenium, CruiseControl, Jenkins, etc.)

  • Effective relationship-building with business owners, C-level executives, senior leadership, other functional areas and vendors.

  • Ability to work and communicate with C-level executives and senior leadership (business and IT)

  • Excellent verbal and written communications

  • Healthcare industry experience, especially with large healthcare payer overall structure, processes and functions, is preferred

  • Bachelor’s degree in Computer Science, MIS, or equivalent relevant work experience. Qualified candidates will have hands on development experience in object-oriented programming (Java, python, etc.)
